Idle Adjustment?

I have a '97 5.9L Ram Sport. This truck has always had a problem with low idle speed. In gear with the brake on it idles at about 450 RPM and has since new. Early on we took it to the dealer several times for this problem and it never really got fixed.

Today I took the filter box off and noticed that there is a manual throttle adjustment that has a plug pressed into it. Can this be removed and then adjust the throttle stop to increase the idle? I would have searched the threads for any previous questions along these lines, but I don't think there is a way to do that here.

Any help is appreciated.

I drilled a small hole in the "cap" and pryed it out with a awl.
It takes an allen key or torx to adjust it

That is NOT an idle adjustment; that screw ONLY sets the position of the throttle blades. It should be set to factory specs - screw in flush, then back out exactly 1.5 (one-&-a-half) turns.
Idle speed & idle adjustment are determined by the PCM IAC solenoid & TPS.
If you have an idle problem, remove the IAC & clean well, taking care not to depress or twist the plunger while cleaning.

look around the threads for the tps one that explains how to make it adjustable. the compuker adjusts idle according to what the idle position sensor tells it, you can't adjust it and have it run smoothly. the idle air controller sees to that, along with the tps ( left side of tb, center plug)
